Send an asynchronize read request to the device.
Parameters
- device: number
  A LibertasDevice.
- requests: LibertasClusterReadReq[]
  An array of LibertasClusterReadReq representing attributes and events for specified clusters.
- OptionaleventMin: number
  Must present if events are requested.
Returns number
A reference number passed back in LibertasDeviceRsp of LibertasDeviceCallback callback.

Remarks
Use Libertas_SetOnDevice to set up the callback function. The callback shall be called later with ReadRsp.

The callback will be triggered asynchroniously with an LibertasClusterReport[] array and the reference number.

IMPORTANT! The read request may be responded to with more than one response. Multiple read requests may be pooled into one single response.
